Excel COUNTIFS function

how can I create a function using COUNTIFS that looks for "x" in one row and a conditionally formatted color in a different row to report a count if both are true?

basically, can the function "function" use color as a criteria?

Nope, functions work with values, not with properties like color. However, you may use formulas which are within your conditional formatting rules; or write your own function on VBA
