New Edge does not remember cookies when running from the file:// protocol, even with the --allow-file-access-from-files flag. Old Edge and Firefox both do. This is most useful for developers, but also for distributing basic applications that run from the file protocol.

That is an interesting suggestion. Not sure if that may have already been implemented since you posted this.  Please let me know if it hasn't.
