Restore open windows and tabs, including their order in the task bar, after Edge update

When performing updates, the windows, or groups of tabs, that are open should be restored when the browser restarts. It should not only restart the same windows but the order of those windows, left to right when hovering over the Edge icon in the task bar, should also be restored. I group certain sites within their own group of tabs and expect these specific tabs to be available in the first and second window/group, and this order of windows isn't always maintained after an update.

In addition, during the most recent sets of updates, maybe for the past 5 or 6 updates, only 3 of the 5 windows I expected to restore were visibly restored, and the missing two groups of tabs were apparently running without a visible window or tab. This becomes obvious when these missing tabs are YouTube videos and you can hear them, but cannot see them to pause the videos (despite setting YouTube Autorun to Off). The best that can be done is to open the Browser Task Manager and locate the missing tabs and end the processes..
