Make media flags fully fledged settings

Steel Contributor

Remove the flags and make them fully fledged settings under a media setting:

- Media session service
- Media keys
- Single audio source enforcement

I also feel like autoplay would belong here. By the way, Chromium used to have autoplay flags where you could set it to only play upon documented user activation (which is what I liked best). I would love for that to be in the settings (instead of flags).

I can see how this would make your media options easier.  The Flags are for things that are considered more experimental that are not yet full-fledged features.  Once they are fully implemented, you should see them in settings instead.

I bet you that in Chrome they won't be settings. They'll just be on. I'm asking for settings for a reason. I understand that they are experimental but Edge Anaheim doesn't even have a stable release yet.
