1.Download from AZURE CISCO CSR on East US location to local ubuntu box.

It took 90 seconds to download the 10MB file from Cisco CSR whereas the same file got downloaded from Apache server in 4 seconds. Apache server and Cisco CSR are located in East US Azure Cloud.
I have checked duplex mismatch, both boxes are operating at 1000Mbps and Full duplex mode.
Anyone has any ideas about what cloud be the possible reasons?
