We've confirmed that all systems are back to normal with no customer impact as of 8/5, 16:35 UTC. Our logs show the incident started on 8/5, 14:21 UTC and that during the 2 hours and 14 minutes that it took to resolve the issue. Around 36,000 subscriptions experienced data latency.
Root Cause: The failure was due to a deployment of new auto scale rules.
