InTune Licensing

We're currently enrolled in the free Nonprofit edition of O365 E1.

At present, we're currently looking into how we can allow users to sign in to several Windows PCs using their O365/AAD credentials, and how we can manage these devices.

It seems that InTune would be a good fit for what we're after.

There's less than 10 computers we would be enrolling in InTune - so would we need to purchase an EM+S licence for each user who will be signing into these computers, or just for one admin who will be connecting the computers to AAD?

Each user needs to be assigned an intune license either by getting just intune or ems licenses.
