Azure C# Login Multi-Factor Development on Laptop Environment

I have an application that requires me as a developer to add Multi-factor Login to.  My development environment is a Laptop with SQL Server and VS17 and I do have a connection to my Azure Account, but I don't have all the bells a whistle like they have in Production.  Production seems to have the support needed to implement, but I am not sure what I need to build and test and is there a cost?  I did find a page that said I could download an sdk from the portal, but I think it may be older and the protal changed as I cannot find the sdk it speaks of to download.
