Make default post menu dropdown click enabled for new users instead of hover

when viewing a post on my surface, i cant select the menu because it is hover activated instead of click

Edit: was told where the setting is tucked away.  new recommendation to make it click enabled by default for users.  very confusing for touchscreen users, and maybe mobile too, havent tried it there.
