In the privacy settings - have you enabled the transfer of optional diagnostic data , for Microsoft?
Do you have a third-party antivirus installed?
Yes I enabled it. And I also tried to disable and enable it again.
There is no third party antivirus.
I had ad blocker but I removed it in other thread it was a good solution. But for me not without adblocker it is still the same. Clicking on fix button does nothing with the problem.

Is this account the Windows administrator on this computer - maybe there are other accounts? besides the default?

You can try to perform the update in place.
- This is Administrator account and microsoft account same as on the Insider page
- I also tried to leave the program and register it again. But on the "https://www.microsoft.com/en-us/windowsinsider/leave-program" page clicking on the Stop receiving button does nothing.
