Microsoft Teams didn't restart after W11 insider last update

I have this problem with Windows 11 Pro even without being on Insider. It started on 4/22 and impacts primary Windows 11 as well as VM Windows 11. The only way to fix, temporarily, is to kill the task and delete all folder/files under c:\users\<username>\appdata\roaming\microsoft\teams. But it comes back after every restart.
