The fundamental issue is that you're trying to jump from Windows 10 version 1809 directly to 1909, which is several years behind the current versions. Microsoft's update process usually involves incremental upgrades, meaning you generally need to install updates sequentially or at least be within a certain range of supported versions. While Microsoft did offer a "servicing stack update" to allow unsupported versions of windows 10 (Including 1809) to upgrade to windows 10 version 2004, this is a stopgap solution that is no longer applicable as of 2020.
