Stream for 365 Family subscribers

Hi there, this product seems perfect for the casual vloggers and the YouTube generation.

Im a paying subscriber of MSFT of 365 Family package. At work we use Apple products (not my choice), so I dont have access to MSFT enterprise functionality in any way shape or form.

How can I use stream?? 

I have 1TB of OneDrive storage with my account that I have literal zero use for.

Maybe I dont need to host live events via your servers, but allow Family users to capture their own screens, make recordings, etc at least. 

Whats the rationale for excluding hobbyists / recreational users from a video recording product?? 
How does that make any sense?
