Partitioned database table locking

We have a partitioned database (All tables are partitioned with Tenant ID). I just want to know how table locking works in a partitioned database. When a table updates is that SQL server only locking the relevant partition or is it locking the entire table? We have experienced timeouts when one tenant doing transactions heavily, and another tenant on different partitions gets a timeout. Is that possible?
