SPO Formatted Column using EditProps not opening properties panel when document is ReadOnly

I have a document list with a formatted column that allows a user to click on it and it automatically opens the properties panel.  This works the users when they have contribute/edit access on that file.  When the file is locked down to read-only, the users can no longer open the panel using EditProps.

They ARE able to use the Pulldown/More/Properties to see the panel as a workaround.
