Sharepoint framework - Commandset - For enabling the Filter click on the listview page

Hi Everyone, 

I am new to sharepoint frame work development . I want to develop the solution for enabling the Filter click by default when the listview page is accessed . Filter pane should be displayed by default when the list view page is accessed . 

Any inputs how to achieve this . Thanks for your help
