People Picker not populating users from local AD

Hello- I have created site collection by AutoSPInstaller but in the site , we have used a list Form.While using people picker, it is not able to search, populate all the users from local AD. just couple of users are populating..Any reason what went wrong?

SharePoint 2013-Onpremises, standalone server, single Farm..Also user are populating in CA.

But not in site collection..

    Back in the day I had this problem with my SharePoint 2010 environment, it was usually the Super Reader accounts not created correctly. I would follow TechNet article to fix

    The other thing I would check is comparing the service accounts and what access they have between the CA and this new site collection.

    Finally double check that you do have a site collection in the root of the web application.
