I have a clean Sharepoint Server 2016 installation, and in one of the sites whenever I try to give permissions, I get this error:

Any idea?

Did you install a SharePoint PU? Did you make sure to install both the sts and wssloc patches for that given month?

Another thing you can try is running Install-SPApplicationContent if it impacts all Site Collections within a specific Web Application.

Nop, SP 2016 is RTM no CUs, PUs, or Feature Pack installed yet.

Can you deploy the May 2017 PU (sts &amp; wssloc) and see if the issue persists?

Do I need previous PU/CUs? or is it cumulative? Do I need to Install Feature Pack 1, before? or it doesnt matter the order of feature packs related to PUs?

You do not need anything previous to the May 2017 PU. FP1 is just the Nov 2016 PU, so again no, you don't need to deploy it prior to installing May 2017 PU.
