Site Settings -> Change the Look.
- Wouter SpeybrouckApr 26, 2017Copper ContributorIt is true that the the accent color for the "New List Experience" can be changed by choosing a theme in the "Look & Feel > Change the look" menu item, or by applying custom branding.
However, when I checked, the exact color did not appear in the theme preview. I had a default site with the "Office" theme selected (default Colors), and Seattle site layout. Accent 5 looked like the accent color (#ee0410) from the list/library but was not that exact color.
When I changed the theme, the new List experience would change, along with the colors displayed in the theme preview. Not sure what the exact color parameter is for the new experience if you would apply custom branding...- Nicholas Byng-MaddickApr 26, 2017Brass Contributor
If you want custom branding then this is done via a .spcolor file which you upload into Theme 15 folder. Get to the themes via Site Collection / Web Designer Galleries

Hi,
That takes me to the attached page but the colour palette in there is standard SharePoint white, grey, blue.
I can't see a place to change the red there.

You can make the changes you want using the menu on the left side of that page.

It could also be in
-> Settings Menu -> office 365 settings -> Theme
Or
-> Admin Center -> Settings -> Company Profile
