Sharepoint Filter by twice or List abnormal behavior

Good day,

You Open your sharepoint list. START with your general content/view.
     Then, in any given column, pull down menu, select "Filter by", right pane appears with data from that column and checkboxes to select options. Then hit the Apply button, screen refreshes... but nothing happens, you'r back to START. 
    I repeat the process, and on the second time around, the filter WORKS....

    Or, I am in Edit Grid mode... everything works for a few minutes... suddently, I can't click inside any List cell... So I Exit grid, then Edit grid again.... and it works again.

     Has anyone observed, reported and gotten an explanation for this somewhat abnormal behavior?

     My team has looked a network issues but cannot find anything specif nor can I predict when the problem occurs, less alone turn it on/off.
