I am experiencing the same mal conduct in my opinion. Plus, appealing the organizational images in the new SharePoint UI lists even the Template library, even that one was correctly configured as OfficeTemplateLibrary.
In my opinion, this must be a bug. Hopefully a quick fix will be there very soon
