Here is the solution, but you may need to redo the categories.
Using two filters is like OR, not AND. Then you just need to use a different type of filter, like Page Property and use Contains word (in your case without any changes you can use "co" which is in COVID and COMMS)
But you may need to recategorize all the news to prevent any issue.
