Yes it can be renamed. However the type of data it holds (column type) cannot be changed.

Sorry, I was thinking the title column. Don't think you can rename the actual Name column from Document content types.

Yes, sharepoint list Title column can be changed but I dont think Library name column (content type) can be changed.Just wanted to double confirm it.

You can do the rename at the document library scope at mentioned by Chris for any column in your document library but if you mean to rename that column at the Site Column level you cannot do it because this is a system column...Might I ask why do you want to rename it? What you can do is to create your custom content types where you can model your columns in the way yo need and once you are done, apply them to your document libraries
