EMS Licenses across the organization

Hi all, 

One of my customers have an employee base of 34000 (OE3 and OF 3 users); they are looking for Conditional Access for 6000 users. Can they purchase EMS E3 licenses for 6000 users and still be compliant?

They don't have ADFS and currently use Passthrough Auth.

    Conditional access comes with Azure Active Directory Premium Plan 1 and that plan is included in EMS E3, so as long as the user's using CA have that license assigned the compliance is satisfied.
