Flow and Federated IDs

We're having an issue with adding Flow tasks that need to connect to SharePoint Online using Federated IDs.  If I use a native AzureAD account (onmicrosoft.com) it seems to work ok.  The federated ID's do however seem to connect to Exchange Online as expected.

Has anyone else seen this behavior before?
