You might try using the 'Microsoft Project' app to add a new plan using premium features within the dedicated channel. I did some Q&A with an AI chatbot about this and it sounds like any Project Plan 3 or 5 ("premium") features within a team are only accessible through the 'Project' app. Give it a try and let me know!
