Why Are Some Rules Not Executed When Mail Is Imported?

I have a number of rules that don't seem to get applied during mail import runs. However, they do get applied if I open the folder where the mail is (Input folder) and then: click on Rules/Manage Rules & Alerts.../Run Rules Now.../Select All/Run Now
This is the rule:
Experian | 685 | 1 | Enabled | Receive |
Condition: Sender is in the recipient list specified in ToOrFromRuleCondition.Recipients. | 685 | 2 | ||
Experian<email address removed for privacy reasons> | 685 | 3 | ||
Rule action is to move the message to the specified folder. | 685 | 4 | ||
Credit | 685 | 5 | ||
Rule action is to stop processing more rules. | 685 | 6 |
So, the question is why isn't the rule applied on initial reading email but only when run later?
