Outloook 2019 blocking some emails from my POP account

Recently, Outlook 2019 has started not uploading certain emails from POP3 server at my local ISP.  I can see all of the incoming emails on the ISP's webmail client, and Outlook will download almost all of them, but some are not downloading for unknown reasons.  They are from legitimate senders that I know well and despite repeated attempts, Outlook simply ignores the emails as if they don't exist.  There is a suspicious line in the source information that seems to be in the ignored emails:
