cannot create rules with office 365 in 1905 version，haven't  installed KB4461506

  When i create rules in office 365 outlook, it promote the error“the operation failed because of a registry or installation problem. restart outlook and try again. If problem persists, reinstall.” 

1.the outlook version  is 1905

2.i have already installed theoutlook twice

3.i haven't installed KB4461506

4.OWA can create the rules

can someone help on this case? thanks a lot
