For clients on the government-type of Teams that also need their Microsoft to be FedRAMP certified, .gifs will now only be accessible through the Windows key + . option. The connectivity of .gifs to the cloud in the emoji icon will not be coming back for those clients.

GIFs in Teams are now found inside the emoji menu . If you don’t see them, make sure Optional Connected Experiences is turned on in your settings, and try restarting Teams. If they’re still missing, your admin might have disabled them.

There is still an outage on our tenant. It looks like they closed the status update, but didn't fix it.

government clients of Microsoft are experiencing the missing gif option (even in the Windows + . option and even with the optional connected experiences choice on - which it itself is now missing) on a widespread basis. not all users within an organization experiencing this, but is slowly multiplying through day today. Microsoft is aware, but I haven't seen any fixes yet.
