Josiah_H Despite the fact that it might not be relevant to your issue, I am sharing my experience in the hopes that someone else may find it useful. This problem could occur if you use some apps that have a problem with Certification. In my local machine, I was using Fiddler to check http requests, and my team discovered the problem. It worked again after closing Fiddler. The outlook app showed me an error about Fiddler certification, so I determined it might be related.
