Tags in Teams works...just not for contractors

In a GCC client, Tags in Teams has now become available.  The odd part is, the contractors don't seem to see it even though they are Site/Teams Owners and even Admins in some cases. I don't see anything in the Teams admin that would impact that. Anyone else see this?  Ideas?

Update:  Just the slowest rollout in history.  Roughly a week after most users, I now have access to Manage Tags, etc.
