You will have create a custom solution that polls the availability of each user and notify them accordingly. Meeting attendees will automatically receive notifications for any scheduling changes, so user B should be fine. But if you want to alert other users, there's no good way to do this via Teams. Outlook on the other hand allows you to send a reply and include additional recipients, without adding them to the meeting.
