Linq to SQL Template is missing in visual studio for mac 2019 community edition

I am using visual studio for mac 2019 community edition at the moment , but the Linq to XML file template is missing. Is there any way we can add that to the tools list? / is it aval in Proff editions for MAc?

Also I would like to know which environment is good for developing .Net apps(not Xamarian or any other gaming apps)? Is it Mac or Windows?
