Is there a limit to the number of notifications that could be sent to a Teams Account in an hour?

I am developing a flow in Power Automate which Teams sends notifications to users daily.
I have around 1K users and I wanted to test this functionality before going live hence I set up the flow to send all the notifications to teams my account.
I ran into a issue though, as the flow errored out sending some teams messages. If I rerun those failed messages it does work fine.
Also I did not receive all the messages in a go, they arrive throughout the day in batches.

Does anyone know if this behavior is due to me trying to bombard one account with 1K notifications?
