Cut and Insert cut cells are not working in excel

I am having one excel workbook where my insert cut cells feature is not working. In the other workbooks and in new workbooks the feature is working. But when I try to copy the data from the workbook which is not working to another new one and try the feature still its not working. 

Any solutions or any idea where I have made an error for this to happen?
