Custom role for certain tasks in Windows Azure

I understand the least privilege role for Conditional Access policy is the Conditional Access Administrator. However, is it possible to create a custom role just for Named Locations?

• microsoft.directory/namedLocations/create
• microsoft.directory/namedLocations/delete
• microsoft.directory/namedLocations/standard/read
• microsoft.directory/namedLocations/basic/update

I tried the above permissions and this does not work.
