When people sign up using the Booking Tool, it gets assigned a staff member?

I created a new booking service and did not allocate any staff members, yet when someone signs up for a booking, sometimes it routes it to one of the staff members. How can I stop that happening?

Right now, I am moving them manually and cancelling their original booking.
