Under the Hood - MS Bookings Service Principle Permissions

I'm confused by how Bookings has the rights to create users in AzureAD and mailboxes Exchange Online. By default all users who have our O365E5 license get bookings so I'm wondering if that when the 1st user goes to use it it registers an App Registration with our tenant that has access to create users/mailboxes?
