Training Calendar and Group Bookings

Hello. I am trying to make a training calendar for my office.

Basically, we have everyone split into five groups. 

Is there a way to use Microsoft Bookings to make training sessions for staff to opt into? I would want to cap the amount of attendees to 25 per session.

If Microsoft Bookings is not suitable for this function, can anyone suggest anything else (preferably free).
