On what basis does MS Bookings allocate a booking to a staff member?

Where you have multiple staff members available to be booked for a service at the same time, on what basis does Bookings decide who gets the booking? Does it distribute the bookings evenly across staff members, or fill up one staff member first? Is there any way to customize this?
