Change Timezone and block times according to my calendar

I have changed my time zone settings online but it still defaults to something else. How do I get the timezone to default to Perth time when people click on the booking link?

Also, How do I get the booking times to block out times that I already have apointments in my Microsoft calendar so that people don't book during times when I am already busy?

This is so frustrating.
