Bookings: New staff member "on hold"

Hi all,

I am looking for a way in Bookings to add a Member out of my organisation as staff for a calender, but he should not be assigned to a booking automaticly. I want him as a stand by staff in case of holiday etc, He should only be bookable by an adminstator as needed.

Is there a way to realize that?
