Is it possible to open Office documents in SP2010 onprem with E1 Office online?

I'm trying to understand the impact of upgrading from old version of Office to the E1 license.   Will my users, using Office Web apps, be able to open Office files stored in document libraries with...

To open Office files stored in SP 2010 you need to deploy Office Web Apps

Is that just the activation of the E1 license for them or an on premise server?
