Unable to reinstall OneNote 16 after it disappeared from my lap top

This morning, I was unable to find One Note 16 on my lap top.

1) I found a blog that advises to download and reinstall  - https://support.office.com/en-us/article/install-or-reinstall-onenote-2016-for-windows-c08068d8-b517-4464-9ff2-132cb9c45c08

  a) I downloaded and tried to reinstall

  b) Error code - 300088-4 (123) - fix implies I don't have Office installed or using 365 - neither is correct. 

  c) I have Office 2016 Professional PLus 2016 on my laptop

Appreciate any support you can give me to be able to reinstall OneNote 16 on my lap top
