OneNote - Failed to create when adding to Teams

I have just completed moving over thousands of files into a new Group so that they can start using Teams.   Everything is working great until they try to add a OneNote Section from Teams.  I then get the error below.  Nothing I do seems to fix it.   This is now the second time this has occured.  Other groups/teams I create it works fine.   There has to be a way to fix this without having to start all over again.
