MikeT007 I believe they've already resolved the issue as I'm now able to successfully send emails from my hotmail account using MS Outlook 2016 and the Windows 10 app which I wasn't able to do before.

Hi All,
I have just found the fix mentioned in this thread

Basically, change the Outbound Spam Filter Policy to "On - Forwarding is enabled" by following this link
https://protection.office.com/antispam
It works for me straight away.
