OneNote from Private Account to Business

When I create a file from either my OneNote app on my phone/home computer, or OneNote app on my business Mac, and send it to the other account, I can't open the file in either app. It opens in a browser, and makes it more difficult to access and edit.

Is there a way to get it to properly link to either app? The open in app feature does not appear. I don't care about which account is the "master" of the page. Operability is the issue.
