Exchange online Spam Quarantine notifications never arrive to users .

Can't seem to find an answer on this one. MS support seems stumped as well. Enabled notifications for both customized and default policies. Checked 3rd party spam host logs, Exchange message trace, nothing. No records of ever getting anything from quarantine@messaging.microsoft.com.
