Address List additions/removal are not showing in Outlook or OWA
I am trying to clean up our Address lists. I've used powershell to remove several old obsolete address lists and I've used the Exchange Admin Center to create some new lists. In Exchange Admin Center, I can see the changes I've made in Exchange Management Shell and in the Shell, I can use the get-addressList get-recipient commands to list members in the new lists I created. What I don't see is the new lists in Outlook or in OWA. These new lists were created 4 days ago. I am seeing new users in the old address lists in Outlook so those are being updated.
On a separate note, I can see new dynamic distribution groups I created in Office 365 in Outlook and OWA.
Why can I see new users but not new address Lists? Why do I still see the Address List Names for address lists I have deleted? (None of the Address lists I deleted had any remaining members.)
We have a Hybrid Exchange/Office 365 Environment. We are using Exchange Server 2016. Here is some addressbook info:

That web site though has an invalid certificate as the certificate is for a different domain. Would that be the problem? That URL is not our OWA site either.
(Please note, I didn't set up the Exchange Server, I'm just trying to clean up our AD and do some reorganizing.)

The synchronization problem has been there since Exchange 2010, you export the contacts with Export-Mailbox and then delete the *.oab cache file in Outlook
